BLACKARC SYSTEMS // FEDERAL AI

Agentic systems for the federal mission.

Most federal AI never leaves the demo. We build production agentic systems for defense and civilian agencies — and train the people who run them. Operators, not advisors. Software, not slides.

01 // POSITION

Most federal AI is demos, pilots, and slideware. It dies on contact with the mission, the data, or the accreditor.

WE BUILD THE PART THAT RUNS ON MONDAY.

02 // PROOF

What "runs on Monday" looks like.

Anonymized mission patterns — the shape of the work, without the names. Each one ran in production, with a human on the decisions that mattered.

Acquisition & Contracts
Defense agency
SITUATION

A contracting shop reviewing more solicitations than its officers could keep pace with — market research and compliance checks done by hand, late into every close.

WHAT WE BUILT

An acquisition agent that drafts market-research summaries and runs proposal-compliance checks, with the contracting officer approving each output before it moves.

WHAT CHANGED

Officers work more packages without adding staff, and every recommendation traces back to the source document an auditor would ask for.

Case & Correspondence
Civilian agency
SITUATION

A correspondence queue that had outrun headcount — intake, routing, and first drafts all manual, all backlogged.

WHAT WE BUILT

An intake-and-drafting agent that triages, routes, and drafts responses against policy, with redaction and release held under human review.

WHAT CHANGED

The backlog stopped growing. Staff moved from sorting mail to deciding the hard cases, and every response carries the policy version it was written against.

Analyst & Intelligence Support
National laboratory
SITUATION

Analysts spending more time collating sources than reasoning about them — long documents, scattered systems, fixed deadlines.

WHAT WE BUILT

A research-support agent that summarizes across documents with citations back to the original, resolves entities, and drafts RFIs — running air-gapped where the work required it.

WHAT CHANGED

Analysts start from a first pass instead of a blank page and keep their judgment on the assessment. Nothing leaves the enclave, and every claim points to its source.

03 // HOW WE BUILD

We ship systems,
not slideware.

What we deliver is production software. Eval suites, version control, observability, and rollback are part of every system from the first commit — not features we add after a demo.

We build inside your enclave, on your data, against your accreditation path. The system that passes review is the same system that runs the mission. Nothing changes on the way to production.

The people who build it
have sat in the seat.

We are operators, not advisors. Our founders have put 150+ AI agents into production across federal, SLED, and commercial work. The team that scopes the mission is the team that runs it.

06 // WHAT'S NEW

Agents that make it
all the way to production.

Most federal AI stalls the moment it leaves the notebook. We build the scaffolding that turns a working prototype into a versioned, evaluated, observable system inside your environment.

  • Discovery to a ranked roadmap tied to mission outcomes.
  • Production agents on Claude, Llama, and open-weight models.
  • Evaluation and observability under source control.
  • Self-hosted, air-gapped inference for sensitive workloads.
  • Knowledge transfer — your team owns it after we leave.

07 // WHAT WE'D BUILD FOR YOU

The agents we ship,
by mission function.

These are the patterns we put into production most. The work changes by agency; the shape does not. We scope to your task in the first week — and a human stays in the loop everywhere it counts.

01

Acquisition & Contracts

Market-research synthesis, solicitation drafting support, proposal-compliance checks, CDRL and deliverable tracking, vendor-performance rollups.

HUMAN-IN-THE-LOOP → Contracting officer approves before anything leaves the shop.

02

Analyst & Intelligence Support

Source triage, multi-document summarization with citations back to the original, entity resolution, RFI drafting, tip-and-cue alerting.

HUMAN-IN-THE-LOOP → Every claim traces to a source; the analyst signs the assessment.

03

Case & Correspondence

Intake triage and routing, records-request redaction support, response drafting against policy, status tracking, backlog reduction.

HUMAN-IN-THE-LOOP → Redaction and release stay under human review by default.

04

Sustainment & IT Operations

Ticket triage, log and telemetry correlation, runbook execution, change-request drafting, knowledge-base upkeep.

HUMAN-IN-THE-LOOP → Production changes require an operator's explicit go.

08 // WHAT CHANGES

What it looks like when the
system is actually running.

Not a productivity slogan. The change a mission leader can point to a quarter after we ship — and defend to anyone who asks.

01

Analyst hours go back to the mission.

Agents take the first pass on triage, summarization, and drafting. Your people spend their time on judgment, not collation.

02

The backlog gets worked down, not just tracked.

Queues that outran headcount get a tireless first responder — with humans on the decisions that actually matter.

03

Every output is defensible.

Each decision traces to the version of the policy that made it, so the work survives an IG review or an accreditor's questions.

04

Your team keeps the capability.

When we leave, your people operate the system and reason about agents on their own. No standing dependency, no vendor lock-in.

09 // HOW ENGAGING WORKS

From first call to a system
your team owns.

Four steps, no surprises. You see a working system early, and you are never more dependent on us at the end than you choose to be.

01 1–2 weeks

Discovery

We map mission tasks to a ranked roadmap, scored by value, risk, and feasibility.

You keep the roadmap whether or not we build it.

02 Weeks, not quarters

Build

We build inside your enclave, on your data — eval suites, version control, and audit from the first commit.

A few hours a week from your SMEs. We do the engineering.

03 In parallel

Accredit

Audit chains, access control, and documentation are already in place, so the system that passes review is the one that runs.

We support your ATO/ATC path — compliance is built in, not bolted on.

04 As long as you want

Run & own

We sustain it for as long as it helps, and we train your team to run it without us.

Transferable principles, your infrastructure. No lock-in.

No migration — agents run on top of what you already use.
No new access — they operate within your existing permissions.
No lock-in — your team owns and extends the system.
FEDERAL AI TRAINING

Get your team building agents — in a single day.

All-day, hands-on training for agencies and national laboratories. Every concept is paired with executable notebooks, so people leave having built, not just watched. It runs air-gapped, and it teaches transferable principles — not vendor lock-in.

10 // COMMON QUESTIONS

The questions an
accreditor asks first.

Straight answers, no hedging. If yours is not here, it is the first thing we cover on the call.

Will this run in a classified or disconnected environment? +

Yes. A vendored harness, local models, and on-prem inference (Ollama, vLLM, Triton) let sensitive workloads run air-gapped, with zero external calls when required.

Does our data ever leave our environment? +

Not when you require it. We build inside your enclave or tenant. With air-gapped deployment there are no external calls at all — the data and the model stay where you put them.

How long until something is actually running? +

Weeks, not an 18-month roadmap. Discovery produces a ranked plan in the first week or two; a scoped task reaches production in weeks after that.

How much of our team's time does this take? +

A few hours a week from your subject-matter experts during the build. We do the engineering; you keep the mission context.

What about the accreditor? +

Audit chains, access control, and documentation are built from the first commit, so the system that passes review is the same one that runs. We support your ATO/ATC path rather than bolting compliance on at the end.

Are we locked into BlackArc, or into one vendor's model? +

Neither. We build on Claude, Llama, and open-weight models, and we train your team to operate and extend the system. When we leave, you own it.

Can the agents take action, or do they just chat? +

They take action across your systems of record through scoped, audited service accounts — with human-in-the-loop gates on the decisions that matter.

Do you have federal experience, or only commercial? +

Both. 150+ agents in production across federal, SLED, and commercial work, delivered in partnership with CTG Federal — a CMMC Level 2 prime serving 200+ federal customers.
